New EU Guidance on Sustainable Packaging: PPWR Implementation Process Becomes Clearer

The European Commission has published new guidance and a Frequently Asked Questions (FAQ) document to address uncertainties in the implementation process under the Packaging and Packaging Waste Regulation (PPWR), which introduces far-reaching changes to the packaging sector.

Prepared under EU Regulation No. 2025/40, these documents provide a critical roadmap for exporters and manufacturers.

The published Guidance Document clarifies areas open to interpretation without making any changes to existing legal provisions. The aim is to prevent the technical complexities businesses may face whilst adapting to the new regulations.

The FAQ document, shared alongside the Guidance Document, compiles questions raised to date by Member States and sector stakeholders. By providing practical application examples on topics such as packaging design, waste management and recycling targets, the document enhances the regulation’s practical applicability.

These documents, which are of particular importance for companies supplying products to the European market, will accelerate the process of compliance with the standards introduced by the PPWR and minimise uncertainties in cross-border trade.
