Food safety means reputation and continuity not only in the local market but also in the global supply chain. FSSC 22000 is an integrated system that combines food safety management with industry technical requirements based on the ISO 22000 standard.

FSSC 22000 (Food Safety System Certification) is a food safety scheme recognized by the Global Food Safety Initiative (GFSI). It consists of the ISO 22000 standard, ISO/TS 22002 series of prerequisite programs and additional requirements specific to FSSC 22000. In other words, with its three-tier structure, it covers both risk management, hygiene and sectoral details.

So what does this document mean for your operation?

When major retail chains and international brands evaluate suppliers, FSSC 22000 is at the top of your list of prerequisites. If you do not have a certificate, you will not even be invited to the tender table, even if the quality is sufficient. What we have observed in the field for ten years is this: Businesses that see the certification process as a “formality” often encounter serious nonconformities in the first audit and receive accreditation in the second round.

Who Prefers FSSC 22000?

  • Food producers: All categories such as meat, dairy, fruit processing, ready meals, beverages, spices, additive production.
  • Packaging material manufacturers: ISO/TS 22002-4 for food contact packaging.
  • Animal feed manufacturers: At the beginning of the chain, under ISO/TS 22002-6.
  • Transportation and storage services: Including cold chain logistics (separate version of ISO/TS 22002-6).

Because international retail and brand owners require GFSI recognized standards in supplier evaluation. There are alternatives such as BRC, IFS, SQF, but FSSC 22000 adapts more easily to the integrated management system as it follows the ISO structure.

Standard Structure Triple Layer Model

Backbone: ISO 22000

Risk-based thinking, HACCP principles and process management are at this layer. So you have done the hazard analysis, identified critical control points, and established monitoring and verification procedures.

Prerequisite Program: ISO/TS 22002 Series

There are separate technical specifications for each sector. For example, ISO/TS 22002-1 includes operational details such as hygiene requirements for food production facilities, facility design, equipment maintenance, personnel hygiene, waste management, pest control.

FSSC Additional Requirements

This includes topics such as service management, product labeling, food defense, food fraud mitigation, allergen management and mass recall testing. Food fraud risk assessment in particular is a special focus for auditors from fall 2023, and you will be expected to provide documentary evidence of supplier verification and raw material traceability.

Certification Process

Preparation of the necessary documentation and procedures by the company

The company establishes a food safety management system that covers ISO 22000, industry-specific prerequisite programs (PRPs), and the additional requirements of FSSC 22000, and prepares the necessary documentation, procedures, and records. At this stage, the HACCP plan, hazard analyses, and control measures are made operational on-site.

Receipt of Applications and Bidding

Once the company’s application is received, the scope of its operations, food chain category, and site information are evaluated, and a proposal tailored to these factors is prepared. The duration of the audit is determined based on the company’s size, number of employees, and production processes.

Signing of the Contract

Once the proposal is approved by the company, a documentation agreement outlining the scope of the audit and the mutual obligations of the parties is signed. This step marks the official start of the process and clarifies the responsibilities of the parties.

Audit Planning

Following the signing of the contract, the audit team works with the company to schedule the dates and plan the audit. FSSC 22000 certification is planned to consist of Stage 1 audits, which include a review of documentation and preparedness, and Stage 2 audits, which examine on-site implementation.

Conducting the audit

The assigned auditors assess on-site, through field inspections, record reviews, and staff interviews, whether the food safety management system, PRPs, and HACCP practices comply with the standard’s requirements. Any nonconformities identified are documented and reported to the company, and the company is informed of the necessary corrective actions.

Completion of the audit process and follow-up audits

Once nonconformities have been resolved and corrective actions verified, a certification decision is made and an FSSC 22000 certificate valid for three years is issued. Throughout the certificate’s validity period, annual surveillance audits are conducted to verify the system’s ongoing compliance.

Common Errors and Precautions

Set up a system just to get documents:

Without cultural transformation, procedures are not implemented; the first audit reveals gaps in implementation.

Missing the sectoral technical specifications:

It is not enough to know ISO 22000; ISO/TS 22002 must also be met in full.

Underestimating the risk of food fraud and defenses

In post-2020 releases, these two areas have been strengthened; if supplier verification and security procedures are missing, you will receive a major non-compliance.

Lax internal audit and CAPA monitoring:

Making superficial corrections without finding the root cause of non-compliance leads to a recurrence of the same problem.

GFSI recognition provides the necessary condition for you to sell to global retail chains (Carrefour, Walmart, Tesco, etc.). You cannot enter the supplier list of these chains without your certificate.

Compliance with both local food legislation (Turkish Food Codex) and international standards is collected in a single system. Your audit preparation and documentation workload is reduced; because you do not do double work thanks to the integrated structure.

It is not a legal requirement, but it is a customer requirement if you are targeting exports or large retail supply. GFSI recognition also provides a competitive advantage in the international market. ISO 22000 is the base standard; FSSC 22000 is ISO 22000 + industry prerequisite program (ISO/TS 22002 series) + additional requirements. FSSC 22000 has GFSI recognition; ISO 22000 alone is not recognized by GFSI.

The certificate is valid for three years; a surveillance audit takes place every year. A renewal audit takes place in the third year. In the surveillance audit, the continuity of the system and improvement activities are evaluated.
