The Ministry of Agriculture and Forestry announced the new support model by publishing the “Communiqué on the Payment of Subsidies for Crop Production and Some Other Agricultural Subsidies for the Years 2025-2027” in the 5th Repeated issue of the Official Gazette dated December 31, 2024.
The new model is designed to ensure the sustainability of agricultural production, contribute to production planning and increase productivity. The support system aims to encourage planned production by providing producers with a simpler and more understandable structure.
Support Categories and Amounts
Supports were divided into four categories according to the production costs of the products and support coefficients were determined for each category. For the 2025 production year, the basic support coefficient was determined as 244 TL per decare. This coefficient will be multiplied according to the category to which the product belongs and the support amount will be calculated.
- Category 1 (Support Coefficient: 1.0): Safflower, lentil, grain corn, chickpea, potato, onion, first group fodder crops and other crops.
- Category 2 (Support Coefficient: 1.3): Barley, wheat, rye, triticale, oats and second group fodder crops.
- Category 3 (Support Coefficient: 1.5): Oil sunflower, hazelnut, canola, dry beans, soybean and tea.
- Category 4 (Support Coefficient: 2.25): Paddy and cotton.
For example, farmers producing wheat in category 2 will receive a basic support of 317.2 TL per decare.
Planned Production Support
Barley, safflower, oil sunflower, wheat, canola, dry beans, lentils, grain corn, chickpeas, cotton, potato, onion, soybean and fodder crops, as determined by the Agricultural Production Planning Board, will be supported within the scope of planned production. In addition to the basic support, farmers producing these products in their basins will receive 100% of the diesel oil cost and 50% of the fertilizer cost.
Production Development Supports
Support for the use of certified seeds and saplings, organic agriculture, good agricultural practices and solid organic-organomineral fertilizer will continue in order to increase yield and quality. In addition, within the scope of biological and biotechnical control support, the support amount per decare was increased from 2,550 TL to 3,825 TL for greenhouse production and from 870 TL to 1,305 TL for open field production in 2025.
Other Supports
Rental support for products stored in licensed warehouses will be paid as 75% of the rental fee tariff determined by the Ministry of Trade. Agricultural extension and consultancy support was increased by 104% to 294,000 TL.
This new support model aims to direct producers towards planned and sustainable agricultural activities, thereby increasing productivity and quality in agricultural production.
