Energy Efficiency Inspections Have Begun!

Within the scope of the Energy Efficiency Law No. 5627 dated April 18, 2007, and the Regulation on Increasing Efficiency in the Use of Energy Resources and Energy published in the Official Gazette No. 28097 dated October 27, 2011, inspections conducted by the officials of the Republic of Turkey Ministry of Energy and Natural Resources have begun. Institutions and organizations that do not comply with the legal obligations are being identified, and warning letters have started to be sent.

As part of the inspection conducted by ministry officials for institutions and organizations using more than 1,000 TOE in Industrial Facilities and more than 20,000 m² or 500 TOE in Commercial and Service Buildings, the following evidence is required:

  • ISO 50001 Energy Management System Standard Certificate,
  • Documents created under the ISO 50001 Energy Management System Standard,
  • Energy Audit Report,
  • Energy Consumption and Energy Consumption Monitoring,
  • Presence of an Energy Manager and matters that need to be defined in the Energy Efficiency Portal System (ENVER PORTAL).

For institutions and organizations that do not comply or cannot provide these requirements, the 10th Article of the Energy Efficiency Law No. 5627 contains the following provision: “In case the required information and examination opportunity is not provided within the scope of Authorization (Activity reports), Application (Energy Management Service, Detailed Energy Audit, Energy Consumption Notification, EKB Certification, Energy Management Unit), Supports (Voluntary Agreement, VAP Projects), Other Applications, an Administrative Fine up to 897,945.00 TL will be applied.” This provision will be implemented in 2024 as per the administrative fines communiqué.
