SCCS Takes Critical Decisions on Ingredients in Cosmetic Products

Luxembourg, July 25, 2024 – The Scientific Committee on Consumer Safety (SCCS) took important decisions on the safety of various ingredients used in cosmetic products at its meeting in Luxembourg on July 16-17, 2024. The main topics discussed and decisions taken at the meeting are of great importance for manufacturers and consumers in the cosmetics industry.

Key Decisions on the Agenda:

  • Biphenyl-2-ol and Sodium 2-biphenylolate (OPP-SOPP): It was decided to consider these ingredients under the CMR (Carcinogenic, Mutagenic and Reproductive Toxic) exemption. The decision will be adopted by written procedure.
  • Ethylhexyl Methoxycinnamate (EHMC-OMC): SCCS sent a request to applicants regarding this ingredient.
  • Salicylic Acid and Hexylsalicylate: Children’s exposure to these ingredients will be discussed in more detail at the next meeting.
  • Butylparaben and Prostaglandin Derivatives: Discussions on these substances were postponed to the next meeting.
  • Benzophenone-1 and Benzophenone-4: Additional clarifications and methodological assessments on these compounds will be made at the next meetings.

Discussions on Final Documents: The meeting also focused on the draft documents prepared by SCCS. In particular, it was stated that the draft documents on Citral and Triphenylphosphate will be accepted by written procedure. Discussions on Acetylated vetiver oil were left for the next meeting.

New Mandates: The meeting also discussed the new mandates directed by DG GROW. These included Benzophenone-2 (BP-2), Benzophenone-5 (BP-5) and Butylated Hydroxyanisole (BHA) as potential endocrine disruptors in cosmetic products.

Other Important Information: The meeting noted that the SCCS should consider a roadmap for the next generation of risk assessments and the phasing out of animal testing. It was also announced that the 2nd Workshop on the phase-out of animal testing, organized by the European Commission, will take place on October 25, 2024.

These decisions will play an important role in regulating the safety of cosmetic products and raising standards in the sector. It is of great importance for consumer safety that manufacturers comply with these new regulations.
