Scope and Transaction Certificates Policy Revision Process Completed

Textile Exchange has completed the public consultation process for the Policy for Scope and Transaction Certificates draft. This consultation was open from January 3 – January 31, 2025, during which feedback from stakeholders was collected and is now under evaluation.

This revision was carried out to align with the Materials Matter Standard and introduces significant changes to the Textile Exchange standard system.

What is the Scope and Transaction Certificates Policy?
This policy (TE-TXL-POL-203 – V4.0) details the criteria and guidance for accredited certification bodies to issue Scope (SC) and Transaction (TC) Certificates in accordance with Textile Exchange standards. The new policy consolidates content from SC Policy (ASR-103-V3.1), TC Policy (ASR-104-V3.1), and Section E of the CCS Certification Procedures (CCS-102-V3.1) into a single framework that encompasses all SC-TC requirements.

Key Proposed Changes in the Revision Process
The new draft policy includes the following significant changes:

Redesign of the product appendix
Replacement of the term “Consignee” with “Ship to” and update of relevant criteria
Addition of extra data fields to transaction certificates to improve supply chain traceability
Mandatory multi-standard scope certificates
Stakeholder Feedback Evaluation is Ongoing
Textile Exchange has started the evaluation process based on stakeholder feedback received during the consultation phase. Some topics remain under review based on stakeholder input, including:

Sector-specific challenges, particularly regarding sales from final manufacturers to brands and pre-spinning stages for animal fibers (such as wool, mohair, and alpaca)
Details on material composition calculations, where specific calibration criteria are being developed for integration into the final policy
Leadership criteria under the Materials Matter Standard, and product-specific data required for traceability in the supply chain

Textile Exchange will evaluate all feedback to ensure a transparent and inclusive process and will release the final version of the policy document to the public in its updated form
